The Mountain States Line Constructors Apprenticeship & Training Joint Committee (MSLCAT) is a nonprofit organization dedicated to providing high-quality apprenticeship and training programs for the electrical construction industry. Established with the goal of producing skilled craftsmen, MSLCAT operates under the electrical training ALLIANCE and is registered with the US Department of Labor, Bureau of Apprenticeship and Training.

History and Affiliations

MSLCAT's apprenticeship program was first registered in 1959 and has since become a premier provider of training in the electrical industry. The organization's national and international affiliations ensure consistent training standards recognized globally. MSLCAT is sponsored by the International Brotherhood of Electrical Workers and the National Electrical Contractors Association, reflecting its commitment to creating a highly trained workforce.

Programs

MSLCAT offers various apprenticeship programs:

  • Outside Lineman: Focuses on building and maintaining electrical power line systems, requiring a minimum of 7,000 hours of on-the-job training and completing related classes every three months.
  • Traffic Signal Technician: Involves a 3-year apprenticeship with a minimum of 6,000 hours of on-the-job training.
  • Substation Technician: Similar to the Outside Lineman program, it spans 3.5 years with a minimum of 7,000 hours of on-the-job training.

Additionally, MSLCAT provides training programs for Gas Technician Operator Qualification Testing, Fitter, Operator, and Streetlight technicians, as well as Journeyman Upgrade courses.

Training Approach

Apprentices learn under the guidance of experienced journeymen, combining on-the-job training with related instructional classes. MSLCAT emphasizes job safety, mobility, and flexibility. Classes for Outside Lineman and Substation Tech programs are held quarterly, while Traffic Signal Technician classes occur monthly.

Geographic Coverage

The organization serves a geographic region that includes Colorado, Idaho, Montana, Utah, and Wyoming.

Application Process

Applications for apprenticeships are accepted year-round. After completing the application process and an oral interview, selected applicants may attend an orientation before being placed on an apprenticeship program. The orientation includes both classroom and field training to evaluate applicants' skills and aptitudes.

College Credit
