Phelps/Harlan County CASA advocates for children of abuse and neglect in the court system. Become the Voice of a child and give that child hope by being a CASA. Our mission is to advocate through the court system for the best interest of children identified as being abused and neglected. Phelps/Harlan County CASA recruits, screens and trains CASA Volunteers to advocate through the court system for the best interest of children identified as being abused and neglected. We strive to insure a safe, secure, and nurturing home for each child victim and are committed to quality service of the CASA program to ensure quality volunteerism.
