It was founded by four women who merged their passion for community fundraising, such as neighborhood garage and rummage sales, with their concern for the growing number of unwanted pets. Over the years, the organization has grown to include a thrift store, established in 2001, which serves as a primary funding source. The Hill Country Animal League Spay and Neuter Clinic was opened in Boerne, Texas, in 2006.
