SBIRC SBIRC Advancing Innovation Policy that Drives Economic Growth Nationwide The Small Business Innovation Research Consortium SBIRC was founded to champion the needs of innovative entrepreneurs from rural states and underrepresented communities. We are committed to supporting their journey from inception to commercialization by advocating for policy reforms that increase their access to capital and the resources that support their growth. The federal Small Business Innovation Research SBIR program allocates over 4 billion annually to small businesses engaged in cuttingedge research and development. Despite a core goal of encouraging participation among disadvantaged individuals the program falls short in achieving equitable distribution.
