The FJPT was set up in 1917 by leaders like Edmund Scheuer, Abraham Cohen, and Ida Siegel, modeling their approach after successful federations in American cities. By 1938, recognizing the need for more centralized and efficient fundraising, the United Jewish Welfare Fund (UJWF) was formally constituted. This new structure included additional agencies and expanded the mission to address growing community needs exacerbated by the Great Depression and later by World War II.

Following the establishment of the State of Israel in 1948, the UJWF's annual campaign merged with the United Palestine Appeal to form the United Jewish Appeal (UJA).
