Tate, Heart of Adoptions Alliance Inc was established as a sister agency to Heart of Adoptions, Inc., with the goal of expanding adoption options for families. Initially, the organization focused on both domestic and international adoptions. In 2014, it received Hague Accreditation, which it maintained until 2024, when the agency voluntarily relinquished this accreditation due to a decline in intercountry adoptions. In response, HOAA shifted its focus toward helping families adopt children from foster care through the Hearts to Home program launched in 2020.
