Lewis School BCCA Helps Local Charity Bay County Contractors and Associates Local contractors Derwin White and James Finch met for dinner and started talking about the need to improve utilities and roadways in Bay County and decided to form an organization dedicated to improving Bay County. The two did research on how other counties and cities were approaching their issues and then met with engineers vendors and other contractors to see if they were interested in improving the infrastructure of Bay County. After overwhelming positive responses the group formed the LLC that was incorporated in October of 2013.
