Bartlett Youth Foundation Bartlett Youth Foundation Enhancing horizons through scouting. WELCOME to Bartlett Youth Foundation BYF home of Pack 142 Troop 142 and Troop 2002 Scouting America. With over 60 years of Scouting in the Greater Racine community our parent volunteers have enthusiastically provided a continuum of the Scouting programs to youth ages 6 to 18. Whether it is the warm welcoming Scout facility the two acres of outdoor space to learn and practice new skills or the opportunities to trial and execute those skills through high adventure experiences there are Scouting trained parents the leadership at every turn.
