A major catalyst was when Freeport-McMoRan, a mining company, planned to develop a large tract of land near Barton Springs, prompting widespread concern among local citizens. This led to the creation of the Save Our Springs Ordinance in 1992, a citizen-initiated measure designed to enhance water quality standards in the Barton Springs Zone.
