Toluca Lake Beautification Partners - Toluca Lake Partners Toluca Lake Beautification Partners Toluca Lake Beautification Transforming Public Spaces for a Vibrant Walkable and Healthy Community Experience. Lankershim Blvd Streetscape TLBP in collaboration with LA City Council District 2 and LA Department of City Planning is pursuing the final streetscape planning effort for the Lankershim Blvd corridor between Riverside Drive and the Los Angeles River. This will complete a process that began in 2012 and will define all streetscape elements based upon a robust community process in collaboration with the City. Once completed this work will be submitted to the City for inclusion in the Southeast Community Plan update.
