THE SUFFERING OF THE SEVERLY MENTALLY ILL HOMELESS COMMUNITY OF DOWNTOWN HOUSTON TX. During my time as an HPD Patrolman in Downtown Houston I witnessed the daily struggle of homeless individuals struggling with mental illness as they lived day to day in their own feces and urine. It was very sad for me to see them pacing endlessly up and down Main St.
