TO RELOCATE AMERICAN CITIZENS, PERMANENT RESIDENT ALIENS, ALLIES, AND VULNERABLE POPULATIONS FROM THOSE CONFLICT ZONES TO REGIONAL SAFE HAVENS AND, WHEN POSSIBLE, TO REUNITE THEM WITH FAMILY MEMBERS AND ASSIST WITH THEIR RETURN TO THE UNITED STATES OR OTHER FRIENDLY/SAFE COUNTRIES.
