History of the Expo In late 2014 while driving to work creator Joe Tabeling heard a news report about the rise of drug use in the Carroll County community. Shortly after he heard about the increase presence of gangs in the area. Although he was aware of the situation in other counties he was not aware of the situation right in his own backyard. Imagining he was not the only resident to be unaware and having a background in developing expos he thought an educational expo was needed.
