Free and open society requires the active participation of everyday people in maintaining the rules which govern society. Public policy must be transparent. It is not enough for the rules to be posted on a billboard or lamppost. True transparency means that both the legislative processes which create policy and the administrative processes which implement policy must be open and visible to the public.
