ABOUT THIS JOB Position Specific Summary The Cultural Resource Compliance Project Managerposition at the City of Tucson’s Planning and Development Services Departmentcoordinates cultural resource review, consultation, and compliance for development projects within the city.This position ensures adherence to all federal, state, and local regulations for the protection of cultural and historic resources, including local Historic Preservation ordinances and policies, the Arizona Antiquities Act, the Secretary of the Interior's Standards for the Treatment of Historic Properties, and Section 106 of the National Historic Preservation Act. Work is performed under the supervision of the Historic Preservation Officer. This position does not supervise. Duties and Responsibilities Coordinates cultural resource compliancefor City projects by identifying applicable regulations,determining review procedures, and ensuring completion of required surveys and studiesfor capital improvement projectsand maintenance activities.Visits project sites to assess cultural resource conditions, monitor activities, and support regulatory compliance. Manages consultant work by definingproject scopes,reviewing budgets and schedules, administering contracts, and coordinatingtimely completion of project deliverables for cultural resources regulatory compliance. Reviews data reports and regulatory documents such as cultural resource and archaeological reports to ensure fieldwork and reports are complete, accurate, and compliant with applicable standards and guidelines. Prepares documentation to facilitate consultation with the StateHistoric Preservation Office, tribal governments, and other consulting parties.Serves as the primarypoint of contact with the Arizona State Museum and affiliated tribes regardinginadvertent discoveries of cultural resources, human remains, and associated funerary objects on City-owned land and project sites, ensuring city compliance with ARS 41-844 and 41-865. Advisesproject teams on potential cultural resources impacts, makingrecommendsproject design modifications to minimize impacts, and develops mitigation strategies to reduce or avoid adverse effects. Builds partnerships and supports program improvement by providing technical expertise to City staff, project managers, and others regarding cultural resources compliance and regulations through training and other resources.Suggests and implements process improvements. Assists in developing and implementing plans for the protection and conservation of cultural resources. Provides project information to the public, agencies, and stakeholders.Develops strong working relationships with federal, state, and local agencies, tribal governments, interested parties, and other governmental organizations.Communicates and collaborates with stakeholders and consulting parties. Perform all other duties and tasks as assigned. All duties and responsibilities listed are subject to change. MINIMUM QUALIFICATIONS Education: Bachelor’s degree. Experience: Three (3) years of directly related work experience. Any combination of relevant education and experience may be substituted on a year-for-year basis. License/Certifications A valid and unrestricted driver's license with two (2) years of license driving is required. Preferred Qualifications: Archaeologist qualified to obtain an Arizona Antiquities Act permit from the Arizona State Museum. Master's degree in Archaeology, Anthropology, History or a related field. Demonstrated experience adhering to the Secretary of the Interior’s Professional Qualifications Standards. Demonstrated experience conducting compliance reviews under Section 106 of the National Historic Preservation Act, the Arizona Antiquities Act, the Secretary of the Interior’s Standards, or other relevant federal, state, and local archeological and historic preservation regulations. Dedicated to preserving cultural resources through education and advocacy the Council embraces a diverse membership drawing from avocationalists academics private business local communities and federal state and tribal agencies. January 24 April 18 AAC Meetings are held quarterly on Fridays at 1000 am Arizona Time. Meetings are held online using Zoom Video Conferencing Software.
