Coupland Water Supply Corporation
Overview
The Coupland Water Supply Corporation (CWSC) is a nonprofit organization located in Coupland, Texas, within Williamson County. Its primary function is to manage wastewater collection, treatment, and system maintenance for approximately 100 households within its defined service area, known as a Certificate of Convenience and Necessity (CCN).
History
Coupland was established in 1887, and early residents relied on rainwater collected from rooftops or purchased from nearby towns like Taylor or Elgin. As indoor plumbing became common, individual septic systems were installed, but these struggled to handle increased water usage by the late 1980s. This led to environmental concerns due to sewer water not being absorbed by the local clay soil, prompting Williamson County to secure funding from the U.S. Department of Agriculture to establish a community-wide wastewater collection and treatment system.
In 1995, the CWSC was reactivated to oversee this new system, with the land for the treatment plant donated by Bill Pfluger. The system became operational in 1999 and was gifted to CWSC by Williamson County to own and operate independently. Past presidents of the corporation include Bill Pfluger, Don Sommers, Jim Huntington, Martin Samuelson, and Wells Mason.
Operations
The CWSC is entirely self-funded through subscriber fees and does not receive tax revenue from any local governments. It is governed by a volunteer board consisting of five voting members, elected from among property owners connected to the wastewater system within its CCN.

As a nonprofit organization, the Coupland Water Supply Corporation files annual tax returns with the Internal Revenue Service, using the Employer Identification Number (EIN) 742759798.
