NEOCAA Helping People Changing Lives in Adair Cherokee Craig Delaware and Ottawa Counties For more than 50 years Northeast Oklahoma Community Action Agency NEOCAA has been serving residents of Adair Cherokee Craig Delaware and Ottawa counties. We utilize a wide variety of community programs initiatives and services to help lowincome families and individuals in our service area overcome life obstacles and move toward selfsufficiency. NEOCAA is a 501c3 nonprofit community action agency that receives federal funds with a small portion of stateappropriated funds which helps us fulfill the promise of Community Action Community Action changes peoples lives embodies the spirit of hope improves communities and makes America a better place to live.
