WV's Promise Youth Alliance WVS PROMISE YOUTH ALLIANCE. What is the Promise. In April 1997 at the Presidents Summit for Americas Future Presidents Clinton Bush Carter Ford and First Lady Nancy Reagan representing President Ronald Reagan joined General Colin Powell. They issued a challenge for all Americans to help atrisk youth gain access to five essential tools for success.
