Overview
The Bg Betances Housing Development Fund Corporation, also known as Breaking Ground, is a nonprofit organization based in New York City dedicated to addressing homelessness through the development of permanent and transitional housing. Founded in 1990 by Rosanne Haggerty, the organization has established itself as a leader in providing supportive housing, with a mission to strengthen individuals, families, and communities across New York City, Connecticut, and upstate New York.
History
Breaking Ground originated from a vision to create a sustainable solution for homelessness in urban environments. The first project, the Times Square residence, became the largest supportive residence in the United States, helping thousands find stable housing. Over the years, the organization has evolved, adopting a comprehensive approach to tackle homelessness by combining affordable housing with essential support services.
Mission and Programs
The mission of Breaking Ground is to develop and sustain exceptional supportive and affordable housing, alongside programs specifically designed for homeless individuals and other vulnerable populations. The organization operates nearly 4,500 units of permanent housing and offers a range of services, including:
-
Street to Home Program: An outreach initiative that helps individuals experiencing homelessness transition into permanent housing. This program employs techniques from Motivational Interviewing and Trauma-Informed Care to assist clients in securing housing and benefits.
-
Transitional Housing Services: Provides individuals with the necessary stability and support to transition from homelessness to permanent housing.
-
Community Engagement: Breaking Ground fosters community relationships and offers workshops and social events to help residents reintegrate into society, enhancing social connections that are vital for long-term housing stability.
Impact
Since its inception, Breaking Ground has successfully created more than 5,000 units of housing for the homeless, demonstrating a commitment to innovative housing solutions that go beyond mere shelter. The organization emphasizes that supportive housing is not just about providing a roof over one’s head, but about fostering an environment where individuals can thrive.
Leadership
Brenda Rosen currently serves as the President and CEO of Breaking Ground. Under her leadership, the organization continues to expand its services and housing offerings, maintaining a focus on outcomes that promote long-term stability for participants.
Awards and Recognition
Breaking Ground has received numerous accolades for its contributions to urban housing solutions, including the Rudy Bruner Award for Urban Excellence and the Peter Drucker Award for Non-Profit Innovation. These honors highlight the organization’s impact and commitment to ending homelessness through sustainable housing models.
Future Developments
As of late 2019, Breaking Ground has several housing projects in various stages of development, including Edwin's Place in Brownsville, Brooklyn, which will include 125 units, and Betances in Mott Haven, Bronx, with 152 units. These initiatives further exemplify the organization's dedication to creating safe, affordable housing options in New York City.

In 2025, we celebrate 35 years of Breaking Ground. This month’s #BG35 highlight is our Safe Havens. When Breaking Ground began a pilot outreach program in the early 2000s, the team interviewed more than 200 unsheltered individuals to ask what features of short-term housing would entice them off the streets.
