About Us Bachelor Switch Water Users Association BSWUA was formed in 1972 by the developers of Panoramic Heights and Whispering Pines. The association was named for the nearby railroad switch on the former Denver Rio Grande railroad running between Ridgway and Ouray. Being in the county the developers entered into an agreement with the City of Ouray to provide potable water to BSWUAs own water delivery system.
