TO EFFECTIVELY AND CONSISTENTLY REPRESENT THE EXPERIENCE OF THE LOCAL MENTAL HEALTH/DEVELOPMENT DISABILITIES/SUBSTANCE ABUSE PROGRAMS IN SUCCESSFUL COMMUNICATION, ADVOCACY AND COLLABORATION WITH STATE AND LOCAL GOVERNMENT, THE STATE LEGISLATURE, RELATED STATE ASSOCIATIONS AND THE PUBLIC AT LARGE.
