LOUIS COUNTY.) TO SERVE AS A CERTIFIED DEVELOPMENT COMPANY FOR THE SMALL BUSINESS ADMINISTRATION ("SBA") AND TO FACILITATE THE MAKING OF SBA LOANS TO SMALL BUSINESSES LOCATED IN ST.
