Windom Park Citizens in Action neighborhood organization (WPCiA) WPCIA is a neighborhood organization in NE Mpls. We encourage all to participate in strengthening our community to work for everyone. Remember, we all do better when we all do better! Visit our website at www.windompark.org. WPCiA focuses on neighborhood revitalization and community engagement in the Windom Park neighborhood of northeast Minneapolis. The organization, through its volunteers, works on projects related to housing stock improvement, commercial rehabilitation, crime and safety, park amenities, transportation planning, and other advocacy on behalf of residents and businesses in the area.
