Howard County CASA Court Appointed Special Advocates Home What is a CASA Volunteer. CASAs Court Appointed Special Advocates are trained community volunteersappointed by the courts to represent the best interest of children in abuse andneglect cases. CASAs investigate and gather information to offer judges so theyhave the critical facts they need to ensure the childrens rights and needs arebeing attended to while in foster care. Volunteers stay involved with the casesuntil the children are placed in safe and permanent homes.
