The Peoples Harm Reduction Alliance Where love meets the streets. The Peoples Harm Reduction Alliance PHRA is a communitybased nonprofit and drug user empowerment organization that has provided harm reduction and other health services to people who use drugs in the Pacific Northwest since 2007. We currently operate programs in Seattle Kitsap King Counties as well as a mailorder program serving all of Washington State. PHRA is passionate about supporting drug users to live their own best possible lives however they envision and define that and on their own terms.
