To promote the social welfare of the unemployed and underemployed youth and adults within the state of Iowa. The organization's purpose is to assist local, state and federal governmental units in developing and providing educational and training programs to improve employment, recreational, social, cultural, economic and educational opportunities for disadvantaged youth and adults.
