County Commissioners Association of Missouri
The County Commissioners Association of Missouri (CCAM) is a professional organization established in 1983, focusing on fostering collaboration and cooperation among county commissioners throughout Missouri. The association aims to enhance the knowledge and understanding of its members regarding their roles and responsibilities as defined by state statutes. It also examines and addresses legislation impacting the office of county commissioners.
Membership and Structure
CCAM represents the 109 Missouri counties that operate under a traditional county government structure, excluding those with a charter form of government such as St. Louis, St. Charles, Jefferson, Clay, and Jackson counties. The governing bodies of these member counties consist of a presiding commissioner and two associate commissioners. Consequently, CCAM's membership comprises over 327 county commissioners.
Activities and Objectives
CCAM works closely with the Missouri Association of Counties (MAC) to manage its operations. MAC, a broader organization, provides support to all Missouri counties, focusing on local, state, and federal government activities. CCAM's objectives include:
- Professional Development: CCAM emphasizes the importance of ongoing education for its members, aligning with state requirements that mandate a minimum of 20 hours of training annually for county commissioners.
- Legislative Advocacy: The association monitors and responds to legislative proposals affecting county governance, ensuring that the needs and views of Missouri's county commissioners are represented at the state level.
Impact and Role
CCAM's role is critical in ensuring that county governments in Missouri operate effectively and in accordance with state laws. By promoting cooperation among commissioners and advocating for their interests, CCAM helps maintain robust governance at the local level. Its activities include developing model ordinances and engaging with state policymakers to address challenges facing county governments.
