CCAM represents the 109 Missouri counties that operate under a traditional county government structure, excluding those with a charter form of government such as St. Louis, St. Charles, Jefferson, Clay, and Jackson counties. The governing bodies of these member counties consist of a presiding commissioner and two associate commissioners. Consequently, CCAM's membership comprises over 327 county commissioners.
