RFG Survey Association: About Us The RFG Survey Association Inc. RFGSA was the result of the initial collaboration of the American Petroleum Institute API and American Fuel Petrochemical Manufacturers AFPM formerly NPRA member companies and the Environmental Protection Agency EPA to determine if the motor fuels industry could develop and implement industry compliance programs to meet the requirements outlined in the Clean Air Act Amendments CAAA. More Meetings 2025 MethodologyProcess In general terms the Association fuel survey designs utilize an area survey areas strata andor cluster random sampling methodology with probability proportional to size PPS. PPS sampling generates selfweighting samples that would represent the fuel sold within each area without bias.
