ROW brings people together to build neighborliness and work together for historic preservation and improvement of the quality of life in the Historic Districts. ROW39S VISION STATEMENT The neighborhoods in ROWs membership area spanning from 8th Street to the Cape Fear River and Red Cross Street to Queen Street are vital to the historic character of Wilmington North Carolina. These areas feature significant historic and architectural residences and serve as cultural districts for education and tourism benefiting the local economy particularly in tourism and film.
