Who We Are The Iowa Association of Railroad Passengers is Iowas main advocacy group for the expansion of passenger rail. We were formed in 1981 the same year Amtraks Black Hawk service to Dubuque ran for the last time. We are dedicated to promoting our current rail services as well as fighting for passenger trains to return to more of our largest cities.
