PICA Parents In Community Action PICA supports families by providing comprehensive services including early childhood development health services workforce development programs and parent training opportunities. PICA Head Start Weekly Spotlight 13 PICA proudly serves children and their families at 13 Head Start centers located throughout Hennepin County Minnesota. 50 PICA was founded by Head Start parents more than 50 years ago and parent involvement continues to be the cornerstone of our programs. 2500 PICA supports over 2500 children and families through early childhood development and program options for parents.
