TO PROVIDE LONG-TERM CREDIT ENHANCEMENT FOR TAX-EXEMPT LOANS TO NONPROFIT COMMUNITY-BASED BEHAVIORAL HEALTHCARE ORGANIZATIONS (CHBOS) WHICH HAVE A NEED TO CONSTRUCT, RENOVATE OR EQUIP FACILITIES AND TO PROVIDE TECHNICAL ASSISTANCE TO CHBOS WHICH ARE EITHER APPLYING FOR A LOAN OR HAVE RECEIVED LOANS BY ASSISTING THEM IN TECHNIQUES OF FINANCIAL MANAGEMENT IN ORDER TO ENSURE PROMPT AND SUCCESSFUL PAYMENT OF THE LOAN.
