CREATE JOB OPPORTUNITIES WITHIN THE COMMUNITY; 2. FOSTER THE QUALITY OF LIVING AND SOCIAL WELL-BEING OF ITS CITIZENS; 3. REMAIN COMPETITIVE WITH OTHER COMMUNITIES; AND 4. TO SECURE THE FUTURE EXISTENCE OF THE COMMUNITY FOR LATER GENERATIONS.
