Jurisdictions will need to implement an incremental strategy to retire paper titles. This transformation will take time and there are many aspects to electronic titling which must be addressed by jurisdictions manufacturers dealers lenders and other stakeholders. AAMVA has collected and prepared a toolkit containing a variety of resources to help jurisdictions identify and address areas of needed enhancements.
