Andover Neighborhood Association Andover Neighborhood Association Inc also known as Andover Hill comprises the areas south of Todds Rd approximately one half to one mile east of Man O War Boulevard. The Association is governed by a 9 member Board of Directors. Andover Hill was developed by Lochmere Development Corporation. The association along with the responsibility for maintaining common areas was transferred from the developer to the homeowners in 1995.
