Disproportionate Minority Contact Data Collection and Programs Since approximately 2006, four New Mexico counties (Bernalillo, Santa Fe, Dona Ana, and Taos) have received funding through JJAC and the CYFD to collect data and develop programs designed to address DMC. As part of the Bernalillo county the mission of EMI's Egress Youth Diversion (EYD) is to remove youth as early in the juvenile justice process as possible to avoid later negative outcomes associated with formal processing, such as increased odds of recidivism, stigmatization/labeling, and increased criminal justice costs (CrimeSolutions.gov).
