TO PROMOTE POLICIES THAT BUILD EFFECTIVE PRIMARY PREVENTION AND EARLY INTERVENTION SYSTEMS OF SUPPORT FOR FLORIDA'S CHILDREN AND FAMILIES BY ENGAGING AND ENHANCING THE COLLECTIVE STRENGTHS OF THE INDIVIDUAL CHILDREN'S SERVICES COUNCILS OF FLORIDA.
