North Dakota Natural Resources Trust

The North Dakota Natural Resources Trust, initially established as the North Dakota Wetlands Trust under the Garrison Diversion Reformulation Act of 1986, was later renamed following the passage of the Dakota Water Resources Act in 2000. This act broadened the Trust's mission to include not only wetland preservation and restoration but also grassland conservation and riparian area management.

Mission and Objectives

The primary mission of the North Dakota Natural Resources Trust is to preserve, restore, manage, and enhance wetlands, associated wildlife habitats, grasslands, and riparian areas within the state. This mission reflects a commitment to balance conservation efforts with the needs of agricultural producers.

Funding

Initially, Congress authorized $12 million in federal funding, which was complemented by a $1.2 million state match. Following the Dakota Water Resources Act of 2000, an additional $25 million was allocated to support the expanded mission. The Trust operates under the constraint that only interest earned from its fund can be expended, ensuring sustainable operations over time.

Governance and Partnerships

The Trust is governed by a board of six directors, with three appointed by the North Dakota governor and one each representing the National Audubon Society, the National Wildlife Federation, and the North Dakota Chapter of the Wildlife Society. This governance structure facilitates collaboration between conservation and agricultural interests.

Programs and Initiatives

Throughout its existence, the North Dakota Natural Resources Trust has supported numerous projects and initiatives:

  • Wetland and Grassland Conservation: The Trust has been involved in projects such as the Kenner Marsh, a wetland mitigation site, and the Chase Lake Wildlife Project, a flagship conservation project.
  • Agricultural Conservation Practices: It has promoted sustainable agriculture practices, including rotational grazing and no-till farming, through programs like the Working Grassland Partnership.
  • Education and Grants: The Trust has provided over $5 million in grants for various conservation, education, and sustainable agriculture projects.
Impact

Over 30 years, the Trust has successfully implemented on-the-ground programs that benefit both agricultural producers and wildlife conservation efforts. Its collaborative approach ensures that projects meet the needs of both sectors, contributing to the sustainable management of North Dakota's natural resources.
