Our Mission The Orange County Homicide Investigators Association OCHIA is a nonprofit organization that was formed in 1997. Our mission is to foster and expand a community of law enforcement professionals responsible for investigating homicides and other crimes against persons in Orange County California and the surrounding area to share intelligence and resources and provide educational training within the law enforcement community to improve efforts to investigate homicides and crimes against persons and to positively influence the Orange County community through the development of programs that enhance crimes against persons investigations and improve the quality of life for crime victims and their families.
