THE CENTER WAS ESTABLISHED TO PROVIDE SUBSTANCE ABUSE PREVENTION, ASSESSMENT, TREATMENT AND REFERRAL SERVICES FOR INDIVIDUALS, GROUPS, AND ORGANIZATIONS IN EASTERN IOWA AND WESTERN ILLINOIS, THROUGH A COMBINATION OF PRIVATE AND PUBLIC FUNDS AS WELL AS CLIENT FEES.
