Homeless Veterans Victims of Domestic Violence ExOffenders Mission The mission of TruthOutreachCenter TOC is to provide resources to exoffenders victims of domestic violence and those that are in a state of hopelessness in an effort to enable them to reenter the mainstream with the necessary skills that build selfesteem strong character and also be productive citizens within their community. Vision The vision is to bring hope to the hopeless provisions to the poor and a helping hand to those who are cast down by bringing people out of bondage and providing everyone with an opportunity for a second chance.
