The Region V Community Development Corporation (RVCDC) is a nonprofit organization dedicated to planning, developing, owning, and managing affordable housing projects primarily in Southeastern North Dakota. It focuses on benefiting lower-income households with annual incomes not exceeding 80% of the county median income level.

Mission and Activities

The corporation's mission involves conducting market analyses, environmental reviews, and managing housing projects, including rehabilitation of existing buildings, new construction, and single-family developments. Additionally, RVCDC ensures proper maintenance and operational management of these projects to maximize asset returns. It also provides essential services through some of its managed properties.

History and Affiliations

Established in 1994, RVCDC is affiliated with the SouthEastern North Dakota Community Action Agency (SENDCAA). The organization is a member of several national and local housing associations, including the National Association of Housing and Redevelopment Officials (NAHRO) and is recognized as a Housing Credit Certified Professional (HCCP).

Achievements

• 1996 North Dakota Innovative Project Award for the development of Sunset Village in Lisbon, North Dakota.
• 2000 HUD Best Practice Award for the development of the Dakotah Pioneer Center in Fargo, North Dakota.
• 2002 Federal Home Loan Bank Award for Excellence for the development and management of Dakotah Pioneer Center.
• 2002 Champion of Affordable Housing Leadership Award presented by the North Dakota Housing Finance Agency.

Impact

RVCDC has successfully developed over 170 units of affordable housing across multiple communities in North Dakota, including Lisbon, Gwinner, Milnor, Wahpeton, Hankinson, Fairmount, Fargo, West Fargo, Casselton, Hatton, and Northwood.

Financial and Accountability

RVCDC holds a high Charity Navigator rating, reflecting its strong performance in financial health and accountability. It operates with a significant portion of its funds dedicated to program expenses, ensuring that its resources are effectively used to support its mission.
