Doniphan Neighborhood Assistance Program Inc.

The Doniphan Neighborhood Assistance Program, Inc. (DNAP) is a 501(c)(3) nonprofit corporation established in the late 1980s in Doniphan, Missouri. It was formed to leverage the benefits of a state public/private partnership under the Neighborhood Assistance Program (NAP), which provided tax credits to contributors supporting local public improvement projects.

History and Projects

DNAP's inaugural project involved the demolition of derelict buildings in the Doniphan Central Business District. This led to the creation of Heritage Park, a community park featuring a gazebo and fountain, funded with over $200,000 in private donations supplemented by state tax credits. Heritage Park serves as a venue for community events such as Music in the Park, the Annual Christmas Parade, and the Halloween Festival.

Following the success of Heritage Park, DNAP undertook another significant project under the NAP. With new tax credits and over $150,000 in local donations, three buildings at the corner of Washington Street and the Courthouse Square were acquired, renovated, and repurposed as the Current River Heritage Museum, the Doniphan Community Center, and rental space. The Museum offers extensive exhibit space and offices, while the Community Center provides a venue for public and private events.

DNAP's final project under the NAP involved the creation of the Heritage Homestead. This site features a pioneer cabin, rustic barn, and blacksmith shop relocated from rural Ripley County. The Heritage Homestead serves as a living history project and a tourism attraction for downtown Doniphan.

Continuing Activities

Although state tax credits for the NAP are no longer available, DNAP continues to manage and maintain its community facilities. To sustain these operations, DNAP collaborates with the City government to administer a dedicated tourism tax on hotel rooms in Doniphan, which supports convention and visitor services. The organization relies on this funding along with private donations to maintain its assets.

DNAP oversees several community facilities, including the Current River Heritage Museum, the Doniphan Community Center, and the Heritage Homestead. These sites contribute significantly to Doniphan's tourism appeal and offer a range of cultural and historical experiences.

Governance

DNAP's board includes experienced community leaders. Christopher J. Miller, an attorney and part-time blacksmith, has served on the board for nearly twenty years, often as president, and oversees activities at the Tom Kennon Blacksmith Shop.

Impact on the Community

The projects facilitated by DNAP have transformed Doniphan's central business district, enhancing public spaces and fostering community engagement. The organization's contributions have made Doniphan a more vibrant and attractive destination for both residents and visitors.
