Low-Cost Spay and Neuter for Cats (feral, stray and barn cats too) BARC understands the negative impact animal overpopulation has on one's community and area rescues/shelters. Our mission is to dramatically improve the lives of canines and felines in Branch County and surrounding communities/counties by offering a low cost spay/neuter/vaccination program and continuing to help with outreach services. By motivating and educating individuals of all ages on animal welfare issues, we believe we can make a difference and serve as a model program for other communities to emulate. Since our beginning in August of 2014, we have facilitated in over 8,449 low cost dog/cat spay/neuters. We have served 82 communities and 6 states.
