It became a ministry of listening to the stories of those who had no one to listen to them. In 1999, PHC became a nonprofit corporation, and around the same time, the property was donated to the organization. Following the passing of its founder, Sister Rose, in 2002, volunteers and board members continued her vision. A significant development occurred in 2013 when PHC relocated to a new custom-built facility after negotiating with a nonprofit housing developer. The organization further professionalized its operations in 2018 by hiring its first manager.
