The library was founded in January 1899 by a coalition of local clubs, including the Ladies Reading Club, Mutual Improvement Club, and Sunflower Club. The first librarian, Eva Mitchell, was appointed, and the library initially operated from offices in the county courthouse. It later moved to the McMillan building over E. Beadle's Store in the spring of 1901. Blanche Warren took over as librarian in December 1901 and remained in the position until 1936, making her the longest-serving librarian.
The library's current building, constructed in 1906 at 128 West Prairie Avenue, is a prominent example of Classical Revival architecture. It was designed by Hair & Smith and built by A.H. Ritter. This building was listed on the National Register of Historic Places in 1987, recognizing its historical significance as the first free library in Girard.
