Franklin County Perinatal | Providing childbirth and reproductive health programs Franklin County Virginia Perinatal Education Center Franklin County Virginia Perinatal Education Center Educating women teens and families in the areas of prenatal care pregnancy childbirth breastfeeding infant carechild seat safety reproductive health and hygiene. The FCPEC is a nonprofit organization providing childbirth and reproductive health programs in Franklin Patrick and Henry Counties in Virginia. The Perinatal Education Center also provides free child safety seats and products. There is a small fee for some of our classes but no one is turned away because of inability to pay.
