Why should SB 1523 be opposed? Hunting is not an effective strategy for managing human-bear conflicts. A 2022 report from CTBears.org found that in areas with a spring hunting season, human-bear conflicts actually increased. Similarly, New Jersey's Department of Fish and Wildlife reported that during black bear hunting seasons in 2011 and 2014, bear activity remained unchanged and incidents involving bears getting into garbage cans continued without meaningful improvement. There is no need for a recreational bear hunt, as the Department of Energy and Environmental Protection (DEEP) already has the authority to take lethal action when a bear poses a threat to public health or safety. This existing framework allows for targeted responses to specific situations without resorting to broad, indiscriminate hunting practices. Human-bear conflicts arise as a result of human behaviors.
