THE ORGANIZATION PROVIDES A FIRST- CALL-FOR-HELP REFERRAL SERVICE, COUNSELING, AND DEVELOPMENT OF EDUCATIONAL AND SERVICE PROGRAMS THAT PROVIDE FOR UNMET AND EMERGING COMMUNITY NEEDS.
