Grant Application Join us in helping improve the lives of children of Hampton Roads. About TCF Tidewater Childrens Foundation TCF is a public nonprofit foundation founded in 1977 as the outgrowth of the Edgewater Home for Girls the Turney Home for Boys and the Florence Crittenton Home. Grants are made to organizations for projects concerned with research policy development and pilot programs which relate to the wellbeing of children and families. Our Mission To provide grant funding to organizations for programs that provide for the care education wellbeing health or happiness of children in need in South Hampton Roads.
